The setup

At the precinct, the warning is drilled into every officer: nobody lays a hand on the chief. In episode 1 Chief Vera Lancaster meets Cole, the rookie no one wants to partner with, and assigns him to her night detail in front of the snickering squad. Later, alone with him, she lays out her reasoning: the other officers keep their eyes lowered whenever she walks by, while Cole holds her gaze. Then comes the loophole, since the policy only governs what his hands do. She dismisses him with a promise that their business is far from finished.
